Gouraud again (after cable) wants approval to incorp. an Ed. Elec. Constr. Co. Ltd., w/o liability for TAE, for making stuff and working inventions in colonies and nations w/o patent systems. Must move fast - co would also move into markets where patents are possible just to hold field open until slow processes of getting patents & formal cos. to work them is completed.
