[8 pgs from Phila] Request to repeat our full load test was denied (enclosed): "The reply to Howell's note stated that partial load tests would be repeated for various reasons, the one given by himself included. Our partial load test very satisfactory; about 8% ahead of Edison. Gives results. There have been some instrumentation problems; "committee are now fully alive to necessity for frequent calibrations."
