[POTENTIALLY SELECTABLE FOR LAYING OUT RELATION OF EDISON AND SIEMENS INTERESTS] Full statement of changes negotiated by Bailey in the present contract with German Co. and with Siemens & Halske. German Co. wants 8 concessions, including right to use any dynamo, freedom to grant licenses; freedom from dynamo royalties; expansion to Russia, Austria & Denmark. In exchange, Bailey proposes some direct interest in the German lamp factory; give up right to use arc lamps; German Co to buy all central station equip from S&H; other royalty changes. Eaton argues "We are being continually called upon to make concessions, and are giving away first one thing and then another, so that in thte end, judging from what has already occurred, it seems to me that we will have given away everything and will have little or nothing left. Has not the time come to hesitate before we make any further concessions? The status of our business in Europe cannot be much worse, and it may improve, consequently, it seems to me, we might take the risk of refusing to make further concessions."
