Regarding west coast franchise for electrical lighting: Applied for franchise in Nov. 1878, but has recently learned of TAE's assurances to Major McLaughlin and Mr. Logan for the franchise also. Ladd wants to join forces with these two in a company. Ladd received 50-yr franchise rights from city to lay conduits etc. Wants TAE to approach McLaughlin on this matter.
