- Problems with Holzer. Refused to submit parts for inspection. Smokes. Marked himself working when power was off and was only loafing. Tries to send as much work out of his dept as possible. "You can understand that in a division of labor sharp lines must be drawn, for example, Mills must be able to say the inside parts are not clean or are clean. It seems to me that a pieceof work should be finished ready for inspection before leaving the place where it is made."
