- [enclosure to D8239ZEW] [copy of part of a larger document; should make sure we include this as annotation somehow] Should begin to consider the conditions under which the Co will supply electricity, as required for obtaining license from Board of Trade. Will have to apply uniform rate, but discusses ways of structuring charges to encourage balanced load. EG., charge a fee proportional to maximum use in addition to fees for metered usage (because of greater expense of customers who use large current over short time than those who use little current over long time). Maybe waive the propoprtional charges in case of streetlights and to those customers who limit use to off-peak hours. Discusses other provisions, like voltage standards, etc. Our machinery costs higher than competitors, but we can do the work more efficiently.
