Clarifies text of Gouraud's cable yesterday about provision for arbitration for lighting improvements. "Johnson also cables have seen Gouraud's two cables giving terms are they satisfactory. Am acquainted with circumstances which are pressing concede any minor point [--] though seemingly important. Strong board completed time opportune. fortnight hence too late. Cablethat powers and patents for India will be sent. We urge acceptance" ASAP, etc.
