Writes 4 pages on reasons board reluctantly considers this step. Weakness of pats (only 1 to secure system is Nov 1879 carbon filament spec). Financial position. Legal and other difficulties of competition. See best chance for monopoly position in concert with Swan; main problem is the terms.
