[LOCAL TRAINING] "As arranged with your Mr Sims...we will keep the man you have sent to Bellefonte for the purpose of having him coach our men and fit them to take charge of your engines. We agrees with Mr Sims that this would be the easiest way out of the difficulties we have encountered by having inexperienced men attemtp to run your engines. We will keep your man until we are thoroughly satisfied that those of our employees whom we desire to have instructed are sufficiently well posted to allow us to feel satisfied that [no?] difficulties will arise in future which they cannot overcome."
