"Your favor of Feb'y 2nd to hand. We note your remarks regarding Mr. Marshall. We suggested him as we thought it would be better to have some one check the bills who was on the spot, and familiar with the work which was being carried on. As you state it is not practicable for this to be done, we withdraw our request, and expect that you will render bills to us "in a thoroughly comprehensive manner which can be easily verified by your records." ### We note your remarks about Superintendent of experimenters, and hopw that you will have absolute knowledge of all that is being carried on."
