"You note there is a good deal of discussion of the subject of Congress legislating on the telegraph. ## No plan involves the purchase of the Western Union, but one plan approved by a number of leading men in the Senate & House looks to creating a company to which Congress shall extend aid say to amt of 3/4ths the actual cost at a very low rate of interest, the chief consideration being low rate & efficient service without increasing public patronage in the Govt. ## I have been asked to name [illeg] some of the [illeg] for such a Co. in case that plan should be adopted & I want your permission to use your name to be placed on the bill when reported to Congress. It wil not only be a public recognition of you but may be of advantage hereafter professionaly & financially." [Ansd 21 Jan]
