Dear Sir:- 
Referring to your favor of the 12th isn’t., enclosing a letter from Messrs. Seligman & Seligman, together with a proposed power of attorney for Portugal, which they had sent to you for execution, I beg to report as follows:  
I have has the power of attorney translated, and find that in the first place it does not purport to be a power of attorney from you, but only from Colonel Gouraud, who has executed the same.  
In the next place, the document is entirely in blank as to its important parts, that is to say, it grants a power to anybody to sell anything at any price. Assuming that the document should be executed by you, do you wish to sign a power of attorney so broad as this appears to be? This may be the usual form of power of attorney for the transfer of patents in Portugal, but it seems to me a loose way of doing business.  
I enclose herewith the translation, as well as the original power of attorney sent to you by Messrs. Seligman & Seligman. If you conclude to execute the original, kindly sign it in the place indicated and acknowledge it before a notary public and then return it to me. 
The delay in replying to your favor of the 12th inst. has been caused by reason of having a translation made. By waiting two or three days I have been able to get a translation made free of cost.

The undersigned Colonel George Edward Gouraud, living at Edison House, Northumberland Avenue, London, do hereby confer power on to grant a public deed of sale for privilege that under No. granted in Portugal on the price of sale being the sum of which I have already received from the buyer, wherefore my attorney can give a full receipt for same, transferring to said buyer all the rights I may have under said privilege on the terms he may deem advisable.
