- There are at the present time in the New York Customs House two packages of Electrical Instruments [for] [NS] City of Chester. These instruments form part of my Exhibit at the [-ate] Paris Electrical Exhibition and I am unable to get them through the Custom House without payment of Duty unless I produce the outward manifest and a certified duty verified by U. S. Consul of the return shipment from France. The latter I have not & I cannot produce the former as my Exhibit was so large & sent forward in so many different shipments that it would be impossible for me to identify the particular shipment of the Instruments in question.##I would therefore claim the kind indulgence of the Department and request a release under the circumstances, of these packages made especially as I am in urgent need of their contents for the purposes of some experiment I am now conducting
