Abstract

Referring to yours of March 30th., the trouble with an electrical volt recording and indicating apparatus is that the Members of Congress do not want such a device. If they adopt it, it takes away from the minority the great weapon of filibustering. The first patent I ever took out was on an apparatus to achieve the same results, and I tried in vain to get it adopted. Yours very truly
