- I have your letter as to the Municipal System [D8621F]. I have the matter of the lamp in hand. Mr. Howell is working on it under my directions. We propose making a lamp of three amperes & an economy of 160 candles to the horse power--or as close to that as possible. ## I think your idea of putting a man in charge of the Municipal System is a good one. If propoerly worked it should bring us big business. Signed by Insull
