To Whom It May Concern I have during the past few months become acquainted with Mr. Harold P. Brown, having met him in connection with certain experiments which he has been conducting on behalf of the authorities of the State of New York. ### Mr. Brown is, in my opinion, a thoroughly competent Electrical Engineer, and all the reports prepared by him showing the results of his various experiments, which have been brought to my attention, I have found to be accurate and truthful.
