Mr Beard of the U S S[teamer] [----] requested me to give you my opinion as to the practicality of connecting St. Thomas and [---- ----- ---- ----] of a submarine telephone cable. [Conceived] simply from a [-----] [-------] [-----] would be possible to do this, but the cable would be so very costly that commercially I consider such a scheme impracticable.
