- I have your favor of the 2nd. Octover, and will answer same sariatim: ## 1st. I think the system of declaring interferences is the chief weakness of our present patent system. The first man in the office should have the patent, and to protect poor inventors a brief description should be filed in the inventor's own hand-writing, without compelling him to go to the expense of detailed drawings. The fee for filing such cases should not exceed $1. ## 2nd. I favor the intentions of the present system. Initialed by Insull.
