Dear Sir:--
Your esteemed communication of 1st inst. is received. The typewritten memorandum concerning a new method for diminishing the skin resistance of ships, which you forwarded with a previous communication, and to which you refer in your letter now under reply, was brought to my attention. The results obtained in connection with the experiments in this line conducted by me, were all right in salt water, but when I used real sea water, lime salts coated the steel plate very rapidly and rendered the scheme a failure.
