Dear sir:-
I have your letter of the 15th, and in reply would say that Mr. Arthur C. Payne was in my employ for several years, as an experimenter, and he also had charge of a Mica mine for some time. I do not know what other experience he has had in this line, but he is fairly ingenious and reliable.
