Welch rejected settlement [related corresp enclosed & follows on film]. Suggests TAE have contract annulled & transfer ELight Co stock out of his name in case Welch sues. Question of issuing more Light stock; thinks TAE should continue expts at private expense a while longer so stock ownership won't be diluted.
