EHJ thinks this is part of ruse for Gouraud to negotiate more favorable arrangements in setting up Glasgow teleph co. Unlikely to get more teleph cos. formed til dispute with PO settled; thinks he has all the money to be got and now job is to establish good service; teleph works better with more and more instruments. Roosevelt demanding payment of notes or transfer of Phono Co stock to him but doesn't want to give control of co to Roosevelt & Cheever. Phono Co insider politics.
