Sent Acheson to Italy at Fr. 750 with per diem. Now find he struck separate bargain with Italy committee for Fr. 1500 month. Told him to return money or be discharged; hear he plans to return to US. Negotiations OK with Siemens & Halske; enclose their memorandum to Columbo regarding Italy [not found]. Batch & I go to Frankfort tomorrow to meet Siemens & Halske and German bankers; we will accept the terms proposed for Italy.
