TAE: "you entirely misunderstand my letter please read it over again, & you will learn that nothing is asked of the local people except that to agree to put money into the scheme if you present a [---] & can show them that it is a profitable scheme = The broad idea is that a canvass will be made & tender drawn up in every case where there is reasonable assurance that if it is favorable the local parties will go in until they have seen the tender & organize they pay no money whatever -- Read the letter again ="
