Men should have gone there as soon as Brockton work completed – plant supposed to be installed by the end of November – but seems unlikely - - tubes should be installed before frost sets in local authority will not allow digging of streets or sidewalks after first frost; locals there very tired of street excavations as they had endured many in recent years for various public works projects
