Confirm cable received 16 April. "During the dull time we are having here the French have been 'going for' the foreign element here and the consequence is that Stout, Ward, and Lailleur have left for America. Lailleur of course you know was the man sent me by Kreusi and is good. Recommends Ward for pole/line work.
