Enclosed find $3,000 check on acct. Will make another assessment in 3 week and remit balance. Collieries only working half time, so people didn't have money to pay more than 25% of their assessment this month. Problem: Rich put Mr. Blair (?) in charge or educating our engineer, but Blair runs everything and gives our man no opportunity to learn anything. Station doesn't run long (early) enough; people here have taken out kerosene lamps and are greatly inconvenienced.
