- "Will you kindly furnish me with some information regarding the methods of testing the power of electic lights. Our city is using the Brush Light, which guarantees 2000 candle power to each mast. It is maintained by some against them that they are for short of the power claimed. We have no one outside of those at interest in the city, who are capable of determining the truth or falsity of the charge. Will you please suggest a method, which the city could easily & with little cost adapt to arrive at an intelligent conclusion. Any suggestion will be thankfully received."
