- Discusses problems with insulation of wires within the "outside underground system that was laid by your men in Burke's grounds." Describes continual problems with insulation reducing despite maintenance "by your men." Requests: "Will you be kind enough to send your men out again, and also give them instructions that they must not leave here until we are satisfied with the insulation. We do not ask much, but they should certainly leave it with a thousand ohms, at least, and they should not be allowed to go away without having a certificate from us that it is in what we call decent condition."
