- "We enlose you herewith letter from Mr. Frazar regarding the electric light in Japan; also, a copy of a circular in Chinese characters. ### Mr. Frazar says that the Japanese who made so much trouble recently, nosing around regarding prices, were by the latest advices received from Japan absolutely unauthorized to close any contract; and that their whole mission was simply to investigate and bring back reports to Japan as to the relative merits of the various sytems."
