"I wish to call your attention to the importance of urging your counsel to influence Congress to pass such legislation as is needed to provide the representation of the American Inventors and Manufacturers at the coming convention of the International Union to be held at Madrid in 1889. If the American inventor is abley represented much can be done to confrom the member of the Union to adopt more of the spirit of the U. S. patent laws.
