Summary: Frazar is writing Tate to persuade him to convine Edison to allow William Perry to do work for him, reorganizing the Tel. Time Co. of New York and increasing its capital stock to $100,000. Villard had recommended Perry for the job, but Edison had objected, saying he only wanted Perry to work on electricity matters for the Edison Company.
