- Summary: The Board of Ordinance and Fortification has decided, after meeting on Dec. 16 1889, that it will not purchase more Sims torpedoes from the Sims Edison Electric Torpedo Company at this time. Automobile torpedoes will do for now, and there is an urgent need to develop far more essential elements, without which the torpedoes would be useless, and the cost associated is inexpedient at present.
