You will call to mind the instructions given to the Standardizing Bureau, several months ago, making our approval of bills for experimental work, conditional upon the rendering of these bills during the first ten days of the month following. What during which the bills were contracted. The conditional arrangement was assented to by you in writing. We are also doing this work under a limitation of expense; and in order to know how much farther we can go in the matter, it is necessary to get your bills to date.####Yours truly,
