Oct. 8, 1892. E. H. Johnson, Esq., 42-44 Broad Street, New York City. My dear Sir:- Your letter of 6th instant was received by me this morning. I agree with you that the policy of the Companies should be to eradicate grounds which can be done in time by the block facing method, and to keep the grounds off and report to the Insurance Companies. I also believe that a demonstrative experiment might convince them that a controllable ground may be a measure of safety for them. Yours very truly,
