After considering the desirability of putting in the plant for the Indian and Colonial Company I have come to the conclusion that it is quite impossible for us to spare men from here for this work; I therefore send you herewith all the papers on the matter and a copy of the estimate of what it would cost us to do the work here in New York.##I have written the Colonial Company that I have referred the correspondence to you and would suggest that you settle with them the estimate for this. I have told them that the only reason that I cannot do the work is that we are overrun with Central Station work here and that it would greatly prejudice our business to send men of whom we have none to many out to Australia to do what they want me to
