- [enclosure to LB028654] "I have arranged with the house of Matthews, Richard & Co., of Birmingham, Valparaiso and Concepcion to arrange the whole matter with Col. Gouraud, and have already forwarded full instructions and powers. Some articles in the English Engineer have somewhat frightened our people here, but the agreed price will be paid when we see the instrument; or a sufficient guarantee in case will be made in London if so required, although we trust that Gol. Gouraud will not be so exacting, having confidence in the business. The gentleman here interested are the 'solid men' of Chile, and it has cost me no small amount of labor to get them interested, having to translate all of the very meager data in my possession into Spanish. One was recently Secretary of the Treasury, and another is a son of an ex-President. If the instrument is now relatively perfect I can command any amount of capital, but I think it advisable to send me by return mail all new data and printed matter, so that I can clearly present the question. Also a phonogram from yourself and others when instrument is shipped and clear instructions for management …. If you ship phonograph, see that it is in a zinc lined box and that the cylinders are made to stand equatorial weather and packaged accordingly."
