Referring to your request that I should give my opinion as to the most economical method of lighting the lower part of New York, I beg to say that after considering the location of your various Central Stations, I am of the opinion that the best course to be pursued would be to erect a new down-town Station somewhere in the neighborhood of the Tombs, to take the place of the present Pearl St. Station, and to connect with the territory now covered by the 26th St. district, and to light all of that territory below the limit of the 26th St. district from this one Station. To arrive at any definite conclusions as to the cost of the underground conductors for such a Station, it would be necessary to make a systematic canvass in the regular way, for which would be required the services of three young men for about three weeks. If it is decided to go ahead with the new down-town Station, I should be glad to afford your Company all the assistance possible, and will be pleased to have the determinations made under my supervision.
