"The system of railroad referred to by your Pittsburgh correspondent is nothing more than that of Siemens at present being used in Europe." will let you know date of test of my system at MP, probably in few weeks. "We shall doubtless be able to arrange to put an electric locomotive on your proposed Staten Island railroad, but I think it would be too expensive to take advantage of the tide such as you suggest."
